Porter Ranch is built around the 118 freeway, and that is where most of its serious crashes are: the ramps at Tampa Avenue, Porter Ranch Drive and Reseda Boulevard, where traffic leaving the freeway meets the surface streets at speed. Rinaldi Street, the long spine of the neighbourhood, is a fast road with left turns into the Porter Ranch Town Center at Corbin Avenue and into the Vineyards at Porter Ranch Drive; those turns across oncoming traffic are where the intersection collisions happen.
The hillside streets north of Rinaldi are steep and curving, and cyclists and runners share them with cars coming down too fast. The parking lots at the Town Center and the Vineyards are the source of the low-speed collisions and the slip and falls.

The nearest emergency departments are Northridge Hospital Medical Center on Roscoe Boulevard, a Level II trauma center about five miles south, and Providence Holy Cross Medical Center on Rinaldi Street in Mission Hills, also a trauma center, a few miles east along Rinaldi. Paramedics choose between them by the injury. Both are within reach of the office for follow-up.
Which court hears the case

Collisions on the freeway are handled by the California Highway Patrol, not the LAPD, and the report is requested from the CHP’s West Valley office. Surface-street crashes in Porter Ranch are LAPD Devonshire Division.
Do I have to come to Northridge?

I was hurt in a crash on Rinaldi or Sesnon. Which police station has the report?
The LAPD Devonshire Division, on Etiwanda Avenue in Northridge, covers Porter Ranch’s streets; the 118 and its ramps are the California Highway Patrol’s. The LAPD releases the report to the people involved about six weeks after the collision. If no officer came, the claim proceeds on photographs, witnesses and the other driver’s details.

Whoever controlled the ground where it happened: the developer or its contractor while a site is being built, the homeowners’ association once streets and paths are turned over to it, and the city once a street is accepted as public.
