Balboa Boulevard north of the freeway, past the Sepulveda Basin, is straight, wide and fast, and the intersections at Burbank Boulevard and Victory are where the high-speed collisions are.
The Sepulveda Basin brings cyclists and runners onto Balboa and Burbank Boulevard in numbers, and that is where they are hit. Pedestrians are struck crossing Ventura Boulevard at night between the restaurants. The office buildings along Ventura are the source of the slip and fall claims.
